REORGANIZATION OF THE BOARD
Ms. Day called the meeting to order at 7:00 p.m. and asked for nominations for Chairman.  

On a motion made by Wysocki and seconded by Keep, Mr. Frain was nominated and appointed Chairman for the Board of Selectmen.  (Wysocki – yes, Frain – yes, Keep – yes)

On a motion made by Wysocki and seconded by Frain, Mr. Keep was nominated and appointed Clerk for the Board of Selectmen.   (Wysocki – yes, Frain – yes, Keep – yes)

Mr. Stanley Wysocki was congratulated on his re-election to the Board of Selectmen.

EVENTS
Town Common Concert – June 4, 2017:  Ms. Gaynor met with the Board of Selectmen to request approval to hold a free concert at the Town Common on June 4, 2017 at 5:00 p.m.  Police Chief Nelson approved the event and is scheduling a detail officer that will be paid for by the Conservation Trust.  The Trinity Church on Wattaquadock Hill Road has approved parking in their lot.  On a motion made by Wysocki and seconded by Keep, the Board of Selectmen approved the event.  (Frain – yes, Keep – yes, Wysocki – yes)

Toll Booth – May 13, 2017:  Mr. Patil met with the Board of Selectmen to request approval to hold the Bolton Lions Annual Toll Booth on Saturday, May 13, 2017 from 8:30 a.m. to 12:30 p.m. in front of the Public Library and Murphy Insurance on Route 117.  The rain date will be Saturday, May 20, 2017.  

Police Chief Nelson has approved the event.  On a motion made by Wysocki and seconded by Keep, the Board of Selectmen voted to approve the event.  (Frain – yes, Keep – yes, Wysocki – yes)

TOWN ADMINISTRATOR REPORT
Update on Minuteman:  No update

Town-Wide Yard Sale:  Mr. Lowe reported that the town-wide yard sale originally scheduled for Saturday, June 3, 2017 has been rescheduled for Saturday, June 24th, with a rain date of Sunday, June 25th, 2017.

BOARD OF SELECTMEN’S BUSINESS
Selectmen’s Meeting Schedule:   On a motion made by Keep and seconded by Wysocki, the Board of Selectmen voted to meet on May 25, June 15 and 29, July 13, August 31, September 14 & 28, October 12 & 26, November 16, December 7 & 21, 2017.    (Frain - yes, Keep – yes, Wysocki – yes)

Memorandum of Agreement (MOU) for School Resource Officer (SRO):   Town Counsel Robert Gibbons and Police Chief Nelson met with the Board of Selectmen to review the draft MOU.  The School Committee reviewed the draft MOU with the School District Counsel and Superintendent Clenchy at the School Committee meeting on May 10, 2017 and the School Committee voted to approve the MOU.

Attorney Gibbons stated that MOU before the Board of Selectmen is only about the sharing of the information between the School District and the Police Department and does not address the roles and responsibilities of the SRO which would have to be subject to a separate agreement if the Board of Selectmen wanted to define the roles and responsibilities.  The other issue that drove the discussion included the Town of Bolton being indemnified in the event of litigation and it is Mr. Frain’s understanding that this is clearly outside the scope of this agreement and would entail a much bigger discussion with the other towns.  Mr. Keep recalled the discussion at a Tri-Town Meeting and the willingness of the other towns to share the responsibility related to the SRO.  

Mr. Frain suggested discussing the two issues at a Tri-Town meeting with the School Committee.  Mr. Lowe stated that Bolton is hosting the next Tri-Town Meeting on June 14, 2017.  Mr. Frain referenced MGL Chapter 71, Section 37 P that addresses the de-escalation and suggested some wording to be added to the MOU, III. Issues of Concern to the designated liaisons by revised # 6 to read “to aggressively use de-escalation as the primary strategy”.  

Police Chief Nelson didn’t think the MOU was an appropriate venue for Mr. Frain’s suggestion and Town Counsel Gibbons suggested a separate agreement to discuss the roles and responsibilities and the de-escalation.  

Mr. Keep thought it was important to have the Police Department and the Administration write their own incident report.  He would also like to see a school social worker, psychologist and a guidance counselor to be on the team of liaisons between the Police Department and the School District and will leave it up to Attorney Gibbons to decide what document it should be in.

The three goals to be reached in subsequent proposals is to share information, indemnification and de-escalation.
 
Mr. Keep was not ready to vote on the MOU this evening and wanted the opportunity to review MOU's from other towns.  The discussion was deferred to the next Board of Selectmen’s meeting and Mr. Keep will share any information he finds.  

Board of Selectmen Meeting Schedule:  The Board of Selectmen set their meeting schedule as follows - Thursday, May 25,  June 15 & 29, July 13, August 31, September 14 & 28, October 12 & 26, November 16 and December 7 & 21, 2017.  

Bills/Payroll Warrant:  On a motion made by Wysocki and seconded by Keep, the Board of Selectmen voted to approve warrant #W17-23 and W17-23A.  (Frain – yes, Keep – yes, Wysocki – yes)

On a motion made by Keep and seconded by Wysocki, the Board of Selectmen voted to adjourn at 7:50 p.m.  (Frain –yes, Keep – yes, Wysocki – yes)
